New Explosives Regulations 2022

The Explosives Regulations 2022 replace the Explosives Regulations 2012 which have been remade as required every 10 years. The 2022 Regulations include these amendments:

The remade regulations provide further clarity and detail for people who:

  • handle explosives
  • occupy or work at an explosives location
  • design, manufacture, import or supply explosives
  • install, alter or maintain a handling system at an explosives location.

The Regulations have been remade with changes based on feedback provided by the general public and with industry consultation.

The amendments to the Explosives Regulations include:

  • updated references to national standards, promoting national harmonisation where appropriate
  • record keeping requirements for sellers to keep a record of purchaser’s permit number to reduce the risk of permits being used twice
  • recognition of interstate shot-firers, allowing them to work in Tasmania under mutual agreement
  • changes to Cracker Night permit conditions to extend display times to 45 minutes in duration and to occur between the times of 7pm and 7:45pm, or 7:45pm and 8:30pm.

The changes for Cracker Night provide sufficient time for the permit holder to use all of the fireworks permitted to them, while simultaneously reducing the overall window of time in which fireworks can be used. This supports feedback from the public and will help protect any animals that may be affected by the displays.

The revised Regulations maintain Tasmania’s high standard of explosives safety while making it much clearer for everyone involved with explosives to know and understand their obligations.
